This work group will recommend ownership and governance
models for the Kerr-Tar Hub and a management approach and
structure.

Charge
- Review the various ownership and governance models introduced
in the OED report and elsewhere in common practice. Evaluate
each model’s pros and cons in the context of Region
K and this project.
- Who should own the property? ( Does that suggest
a certain ownership entity (authority, not-for-profit
corporation, etc.?)
- What percentage of sites should be leased and
sold?
- What body should govern the hub and how should
that body be constituted?
- Review the various management models introduced in the
OED feasibility report and elsewhere in common practice.
Evaluate each model’s pros and cons in the context
of Region K and this project.
- Who should develop the property? Manage it on
an ongoing basis?
- Does that require the creation of any new entities?
- What role, if any, should the counties play in
staffing?
- To whom is management accountable?
- Develop principles of fair revenue-sharing around which
there would be a consensus. For example, recognition of
tier status, recognition of prior financial investment in
a site, enough stake for all to have incentive to market
it.
- Draft some of the language on management and financing
to be considered for inter-local agreements.
