Use Planning, Facilities, Amenities and Phasing
This group will propose zoning and subdivision regulations
for the project that are consistent with the hub concept and
for the types of tenants/owners that the committee will identify
as targets; and recommend the types and facilities and amenities
that should be provided and their phasing.

Charge
- Develop criteria for what would make a “good”
mini-hub client. Criteria can include wage or benefits standards,
niche factors, global growth trends, possible connections
to RTP companies, entrepreneurial executives, etc.
- Develop a candidate list of industries – including
those already being targeted by RTRP and/or emerging clusters
being identified by the Future Clusters task force. Evaluate
possible targets against the criteria. Decide upon the targeted
clients for the mini-hub.
- Develop questions about these clusters that require further
research.
- Develop principles of zoning and subdivision (which will
eventually be used to specify covenants). Consider any that
may be unique to the cluster targeted.
- Recommend building, common facilities and infrastructure
to be developed by the park entity and private developers.
Specify basic phasing over time. (This task will not result
in construction/engineering drawings, but rather schematic
plans and specifications that architects and engineers could
use to develop final plans.)
- Generate gross estimates of Phase I development costs.
